The Influence of Administrative Ethics on Public Trust in Government Bureaucracy

Abstract

The development of contemporary public administration that has shifted from the paradigm of Old Public Administration (OPA) to New Public Service (NPS) requires the government bureaucracy to place citizens as the main focus of public services. This research aims to analyze the role of administrative ethics, as well as map its relationship in reconstructing the legitimacy of government institutions. The method used is Library Research with  a Systematic Review approach  based on qualitative synthesis of theories and previous empirical findings. The results of the study show that the dimensions of administrative ethics which include transparency, accountability, fairness, and responsiveness have a significant effect as the main foundation in creating clean and quality public services. Although in the field its application is still faced with the pathological challenges of bureaucracy, paternalistic culture, political pressure, and suboptimal internal supervision, the consistent enforcement of administrative ethics has proven to form a model of reconstructing public trust.
